PROBLEM TO BE SOLVED: To suppress a total communication volume from increasing while collecting necessary travel data in detail.SOLUTION: An on-vehicle device 1 performs: obtaining travel data that is data representing a travel state of a vehicle itself A1; then determining whether the vehicle itself A1 is traveling on a usual road that is a road where the vehicle itself A1 has traveled for a set number of times (20 times) on the basis of the obtained travel data; and transmitting the travel data to a collection server 2 if the determination is that the vehicle itself A1 is not traveling on the usual road, or, if the determination is that the vehicle itself A1 is traveling thereon, transmitting alternative data (a path ID) to the collection server 2, the data that represents that the vehicle itself A1 is traveling on the usual road and has a data volume smaller than the aforementioned travel data. |
