PROBLEM TO BE SOLVED: To provide a mobile communication system that contributes to reducing a load centering on a particular device in paging processing in the mobile communication system.SOLUTION: A mobile communication system includes: a mobility management device for managing the position and movement of a mobile station; a base station that is connected with the mobile station by a radio access technique and also connected with the mobility management device; and a paging area determining device that generates paging area information indicating an area where there is a possibility that the mobile station is situated. The mobility management device transmits a paging message including the paging area information generated by the paging area determining device to the base station. The base station determines whether paging is necessary or not in the cover area of its own base station on the basis of the paging area information.
