<p>The device has a winding tube (2) that is provided on a parallel upright post (4) via a lower support plate (6) and prolonged by a square (14). The square extends in line with rotation of the winding tube. A blocking device comprises a fixed key guidance plate (22). A key is movable between a release position in which the square is rotated by an assembly tool, and a blocking position in which a fork (38) placed in an end of the key engages on both sides of the square to block rotation of the square.
