[Problem] To provide a technique capable of reducing the possibility that information pertaining to a user of a terminal of concern is acquired by another person when estimating the location of the terminal of concern. [Solution] The present invention provides a location estimation device provided with: an identification information supply unit for supplying the terminal of concern with temporarily issued prescribed identification information; a data acquisition unit for acquiring transmission data transmitted from a communication terminal having received a radio signal; and a location estimation unit for estimating, when identification information included in the transmission data is the prescribed identification information notified from the terminal of concern to the communication terminal by the radio signal, the location of the terminal of concern on the basis of location information about the communication terminal.
