Provided is an image encoding device with which a region that is important to a user can be encoded with high quality. For each updated region an update interval index calculation unit (63) calculates an update interval index, representing an index of the length of the update interval of all of the updated tiles overlapping the update region. A critical region identification unit (64) uses the update interval indexes to identify important regions in each updated region. A quality control unit (65) assigns, as the target encoding amount for an entire important region, an encoding amount which is greater than the result when the total target encoding amount per frame is proportionally divided by the ratio of the area of the entire important region to the area of the entire updated region, and identifies a quality value for the entire important region on the basis of that target encoding amount. |
