This communication control method has: a base station; a user terminal that establishes a connection with the base station; and a network containing the base station and a network device that is the upper-level device of the base station. The communication control method is applied to a mobile communication system that supports D2D communication, which is direct inter-terminal communication. The communication control method has: a step in which the network acquires the load level of the base station; and a step in which the network determines whether or not to permit D2D communication of the user terminal on the basis of the load level. |
