PROBLEM TO BE SOLVED: To maintain adhesive strength (adhesion) of a step MEA and a resin frame member, in a fuel cell including a resin frame member surrounding the step MEA.SOLUTION: In a step MEA10, outer edge of an electrolyte membrane 16 projects from the outer periphery of a second electrode (e.g., a cathode electrode 20). When the second electrode is inserted into the insertion hole 36 of a resin frame member 12, outer edge of the electrolyte membrane 16 faces the ceiling surface of a recess 34 in the resin frame member 12. Surface energy of the ceiling surface is 60 mN/m or more. The ceiling surface and the outer edge are bonded via an adhesive layer 38. |
