PROBLEM TO BE SOLVED: To provide a license management system, method and module that can perform license management for an application on a cloud without installing a server.SOLUTION: A license management system 1 includes: a license file 20 for storing license information 21 of a predetermined application in any of a plurality of execution environments; and a license management module 10 that is for each of the plurality of execution environments and manages a license of the application. The license management module 10 includes: an application binding unit 12 that controls the execution of the application on the basis of the license information 21; and a license information management unit 13 that moves the license information 21 between the plurality of execution environments.
