PROBLEM TO BE SOLVED: To provide an image collation device, an image collation method, and an image collation program which collate images with high accuracy.SOLUTION: The image collation device includes: a piece of paper registration unit 21 for registering an image of a registered piece of paper; and a piece of paper identification unit 22 for collating an image of a collated piece of paper with the image of the registered piece of paper. In image collation processing for extracting characteristic points of the images and calculating and collating image conversion parameters using the characteristic points, the collation of the images is performed while successively exchanging estimated parameters by estimating validity of the images estimated by the image conversion parameters. In order to cope with a local revolution and expansion and contraction, the whole images are collated by recursively performing processing of correlating corresponding points not correlated with each other with a pair of image conversion parameters by separate parameters.
