PROBLEM TO BE SOLVED: To provide a further rational construction technique relating to a treating material for animal excrement.SOLUTION: A method for producing a treating material for animal excrement and a device for producing the treating material for animal excrement include: a process for granulating a raw material to acquire a granular material; and a process for crushing the granulated material. In the process for acquiring the granulated material, a grinder 300 granulates a raw material to acquire a granulated material. The grinder 300 includes: a slot 310 of the raw material; a pulverization chamber 320 of the raw material; a granulating mechanism 330 provided within the pulverization chamber 320; a mesh screen 340 including a plurality of openings through which raw materials granulated by the granulating mechanism 330 pass; and an outlet 340 continuous to the openings of the mesh screen 340.
