The present invention increases the number of wireless communication devices for which data transmission in a channel is permitted. A base station (10) classifies at least a subset of the wireless communication devices (21-25) belonging to the same cell into a plurality of groups. The base station (10) allocates to a first group a signal sequence (31) orthogonal to the result of performing a cyclic shift on same, and allocates to a second group a signal sequence (33) orthogonal to the result of performing a cyclic shift on same and differing from the signal sequence (31) and the result of performing a cyclic shift on the signal sequence (31). Wireless communication devices (21, 22) belonging to the first group perform spread modulation of data using the signal sequence (31) or a signal sequence (32) resulting from performing a cyclic shift on the signal sequence (31). Wireless communication devices (23, 24) belonging to the second group perform spread modulation of data using the signal sequence (33) or a signal sequence (34) resulting from performing a cyclic shift on the signal sequence (33).
