PROBLEM TO BE SOLVED: To provide a vehicle position control technology capable of appropriately disposing a vehicle without premising a device or cooperation of a user side.SOLUTION: A performance function is set to a plurality of areas obtained by dividing a problem space. An index value relating to the performance function of each area is calculated. On the basis of a comparison result of an index value of an area of interest in the plurality of areas and an index value of an area adjacent to the area of interest, the adjacent area is selected. A movement instruction prompting to move from the area of interest to the selected area is transmitted to a terminal mounted on a vehicle that is present within the area of interest.
