PROBLEM TO BE SOLVED: To prevent a link key used to transfer an application key from being consumed and exhausted and to effectively perform routing in a communication system such as a quantum cryptographic communication system.SOLUTION: The communication device is connected to a first network and a second network. The communication device comprises a generation unit and a conversion unit. The generation unit generates first route information which is route information for the first network. The conversion unit generates second route information which is route information for the second network by converting the first route information.
