The present invention is a seawater desulfurization apparatus and an operating method therefor, the seawater desulfurization apparatus being equipped with: an absorption tower (1) provided with dust-removing spray nozzles (8) for absorbing and removing soot and heavy metals in exhaust gas and, above said nozzles (8), desulfurization spray nozzles (9) for absorbing and removing SOx in the exhaust gas using fresh seawater, as well as a collector (10) between the two kinds of nozzles (8, 9) for collecting the seawater sprayed from the nozzles (9); and effluent treatment apparatus (24) for extracting and collecting a portion of the seawater in a circulation tank (5) in the lower part of the absorption tower. An index that correlates with Cl- concentration in the seawater inside the tank (5) that is supplied to the nozzles (8) is continuously or intermittently monitored.
