PROBLEM TO BE SOLVED: To provide a crisis management system capable of confirming the location of a disaster victim in a region where a disaster occurs.SOLUTION: In a crisis management system 1, a portable terminal 10 includes: location information acquisition means 12 for acquiring location information indicating the location of the portable terminal 10; and terminal transmission/reception means 13 for receiving request information for requesting the location information from a crisis management server 20, and for transmitting the location information acquired by the location information acquisition means 12 to the crisis management server 20, and the crisis management server 20 includes: request information generation means 21 for, when a natural disaster or a man-made disaster occurs, generating request information; transmission/reception means 22 for transmitting the request information to the portable terminal 10, and for receiving the location information from the portable terminal 10; and crisis management image information generation means 24 for generating crisis management image information for displaying a crisis management image in which a location image indicating the location of the portable terminal 10 is arranged in a map image on the basis of the location information. |
