PROBLEM TO BE SOLVED: To notify a user of a compact base station of advice information on installation of the compact base station.SOLUTION: A notification server gives a piece of advice to install a compact base station in a place of a movement source when the compact base station moves and quality of a peripheral cell in the movement source is lower than a threshold value (Step 405). The notification server gives an advice that it is not necessary to install the compact base station at a place of a movement destination when the compact base station moves and quality of a peripheral cell of the movement destination is a threshold value or more (Step 406). The notification server gives a piece of advice that it is not necessary to continue installing the compact base station when the compact base station does not move and quality of the peripheral cell is improved to the threshold value or more from the value less than the threshold value (Step 409).
