Embodiments of the present invention provide a communication method, a base station, a user equipment, and a system, and relate to the technical field of communications. The method comprises: receiving uplink data that is sent by a user equipment in a specified multi-access mode on time-frequency resources corresponding to the specified multi-access mode; and sending downlink data to the user equipment in a corresponding multi-access mode on time-frequency resources corresponding to the corresponding multi-access mode, the corresponding multi-access mode being a multi-access mode that is found from at least two multi-access modes according to a pre-stored correspondence relationship and associated with the specified multi-access mode received by an uplink receiving module. A problem that requirements of different user equipments cannot be satisfied simultaneously because one multi-access mode is used in a same communications system is solved, and effects that multiple multi-access modes can be provided in a same communications system for selection of user equipments and requirements of different user equipments can be satisfied are achieved.
