<p>The present invention pertains to an image encoding device and method and an image decoding device and method, whereby increases in the storage capacity required for encoding or decoding can be suppressed. Residual data, which is the prediction error for inter-frame prediction for a current layer and another different layer in image data comprising a plurality of layers, is stored after the amount of information is reduced by reducing the precision thereof.
