A hybrid vehicle is provided with a capacitor, a power generation unit which has an internal combustion engine and a power generator and supplies generated power to an electric motor or the capacitor, the electric motor, and a mount unit for coupling the internal combustion engine to a vehicle body. An internal combustion engine control device of this vehicle is provided with a power generation unit actuation determination unit for determining whether the actuation of the power generation unit is necessary or not, a mount displacement amount derivation unit for deriving a mount displacement amount indicating the expansion/contraction length of the mount unit, and an internal combustion engine control unit for, when the actuation of the power generation unit is determined to be necessary, prohibiting the start of the internal combustion engine if the mount displacement amount exceeds a threshold value.
