PROBLEM TO BE SOLVED: To provide a transfer roll which inhibits a volatile organic compound (VOC) from being emitted from an elastic layer, and to provide a fixation device and an image formation apparatus.SOLUTION: In a conventional heating roll structure, an end part of an elastic layer is exposed and thus a volatile organic compound is emitted from the end part by heat generated from a halogen lamp. However, an end part of an elastic layer 110 of a heating roll 102 according to one embodiment is covered by a contact part 112B of an inhibition layer 112. Thus, the volatile organic compound is inhibited from being emitted from the elastic layer 110 compared to a conventional example.
