PROBLEM TO BE SOLVED: To provide a coating agent which is excellent in adhesion, hot water resistance, corrosion resistance, and chemical resistance; can form a coating film capable of preventing deterioration of various substrates; and is excellent in storage stability and compounding stability.SOLUTION: A coating agent contains: a vinyl polymer (A) having a basic nitrogen atom-containing group and an anionic group; a polyoxyalkylene alkyl ether sulfate (B); and an aqueous medium (C).
