PROBLEM TO BE SOLVED: To provide a device which disperses or pulverizes solid particles by agitating a treatment material (mill base) and pulverization medium (beads) in a vessel, can disperse or pulverize the solid particles into a nanometer size and causes no trouble at a practical production level. SOLUTION: An agitation blade 31 for agitating the treatment material and pulverization medium, and an ultrasonic generator 30 are provided in a mixer 29. The outflow port 27 of the mixer communicates with the supply port 6 of a beads mill 28, the discharge port 11 of the beads mill communicates with the inflow port 26 of the mixer, and the treatment material circulates through the beads mill and mixer. Impact by the ultrasonic wave is given to a flocculated nanoparticle which collides with the pulverization medium. Besides, the pulverization medium is moved by an ultrasonic shockwave, and a shear force is generated by collision between the pulverization media, thereby dispersing and pulverizing the solid particle into the nanometer size.
