PROBLEM TO BE SOLVED: To provide a base material having a transparent conductive film, capable of protecting the transparent conductive film while maintaining surface conductivity.SOLUTION: A transparent conductive film 2 formed of a transparent coating film containing a metal nanowire 4 is provided on a transparent base material 1, and a transparent overcoat layer 3 is provided on a surface of the transparent conductive film 2.
