The axle (10)/system has a braking unit (50) movable with wheels (20), and formed by disks (51). The disks are attached with an external cylindrical housing (34), which are attached with the wheels. A locking and unlocking unit (30) locks and unlocks the wheels, and is located in an interior part of the external cylindrical housing. The locking and unlocking unit allows blocking or axial displacement of the wheels on the axle. A unit localizes the axle when the axle passes through a preset point. The disks are fixed at the housing by a weld bead (52).
