A wireless communication system and a wireless resource scheduling method in the wireless communication system are disclosed. The wireless communication system determines the reduction of throughput in the neighboring cell by executing the exclusive allocation of resources for transmitting data to a terminal in different time resources between the neighboring cells. Therefore, when the throughput of the neighboring cell is reduced, the scheduling is executed for executing the exclusive allocation operation of the resource between the neighboring cells if the buffer size of the terminal with the reduced throughput due to the exclusive allocation of the resource is under the threshold value, wherein the buffer size is the size of a buffer occupied by data to be transmitted.
