An apparatus for generating fine powder according to the present invention includes: a hopper unit to supply an object to be ground; a fine grinding unit to generate fine powder by grinding the supplied object to be ground; and a fine powder transfer unit to transfer the fine powder generated from the fine grinding unit to collect the fine powder, wherein the fine grinding unit includes: a fine grinding chamber having an inner space; a pair of cutting plates of which cutting surfaces are accommodated in the space while facing each other, and which grind the object to be ground and discharge the fine powder; and a grinding object supply tube to supply the grinding material discharged from the hopper unit between the cutting surfaces, and the sizes of gradations on the cutting blades formed at the cutting surfaces in the cutting plates are gradually reduced along the discharging direction of the fine powder so that the object to be ground is gradually and finely ground. By the configuration described above, the apparatus for generating fine powder according to the present invention is configured in such a manner that sizes of gradations on the cutting blades formed at the cutting surfaces in the cutting plates are gradually reduced along the discharging direction of the fine powder, so the object to be ground moves between saw tooth cutting blades which are formed on the cutting plates so that the object to be ground can be ground to have a desired fine grain size even when ground only once.
