PROBLEM TO BE SOLVED: To enhance the speed for controlling a coverage area in a base station device on the basis of reception quality of mobile station devices.SOLUTION: A base station device 2 comprises: a reception unit 15 which receives pieces of reception quality information from mobile station devices 3; an index value calculation unit 20 which, on the basis of each piece of the reception quality, calculates an index value indicating difference between a signal-to-interference ratio of the corresponding mobile station device 3 and transmission power of the base station device 2; a statistic amount calculation unit 22 which calculates a statistic of index values calculated for the respective pieces of reception quality; and a transmission power determination unit 23 which determines transmission power according to the statistic.
