The present invention relates to a composition for paper including chaff and a method for manufacturing paper. Provided are a composition for paper including chaff, for manufacturing paper with a smooth surface and on which a smudge does not occur, by using equal to or less than 400 μm of chaff powder, and a method for manufacturing paper using the same.
