PROBLEM TO BE SOLVED: To secure QoE when transmission rate control is performed according to error detection in radio communication.SOLUTION: A transmission rate control device includes: a communication unit 11 for radio communication; an error detection unit 12 for detecting an error in radio communication performed by the communication unit 11; a transmission rate control unit 15 for controlling the transmission rate of a radio signal transmitted from the communication unit 11, according to the error detection by the error detection unit 12; a collision decision unit 13 for deciding whether a collision occurs in a radio signal communicated by the communication unit 11; and a lower limit setting unit 17 for decreasing the lower limit of the radio communication transmission rate performed by the communication unit 11, when the collision decision unit 13 decides collision occurrence in the radio signal.
