PROBLEM TO BE SOLVED: To provide a utility grid monitoring and control device capable of interconnecting or separating a utility grid having a storage battery and another utility grid without causing power outage to occur, and a utility grid interconnection system provided with the same.SOLUTION: The utility grid monitoring and control device in an embodiment comprises: a first cutoff signal output unit for outputting a first cutoff signal for cutting off a first circuit breaker electrically interconnecting a first utility grid and a second utility grid; a switching signal output unit for outputting a switching signal for switching the operation mode of a storage battery to a power conditioning system interconnected to the storage battery operating in an ACR mode and the first utility grid; and a set signal output unit for outputting a set signal for setting the power conditioning system so that, when the operation mode of the storage battery is switched to the AVR mode, the power conditioning system outputs a second cutoff signal for cutting off a second circuit breaker electrically interconnecting the first utility grid and a power supply.
