The present invention relates to a system which senses a fire outbreak and warns people. The system is a fire outbreak alarm system which senses the fire outbreak and informs a fire station and people of the fire outbreak. According to an embodiment of the present invention, the system comprises; a fire sensor which applies a ground potential to a ground signal line within a building when a fire is sensed; and a telephone terminal which generates a fire call when the ground potential is sensed from the ground signal line. The fire sensor comprises; a fire detecting sensor which senses a fire; a switching unit which does not connect the ground signal line within the building to the ground potential and connects the ground single line to the ground potential when the fire is sensed in the fire detecting sensor; and a power unit which receives power from a call line and supplies driving power to the fire detection sensor and the switching unit.
