PROBLEM TO BE SOLVED: To provide a technique to deactivate a secondary cell at timing intended by a base station.SOLUTION: One aspect of the invention relates to a base station that includes: a signal transmitting/receiving unit for communicating radio signals with a user device; a cell management unit for managing a primary cell and a secondary cell allocated to the user device to communicate the radio signal; and a timer management unit for managing a timer to control an active state of the secondary cell. The timer management unit includes a secondary cell deactivation timer activated or re-activated in response to a prescribed trigger in order to deactivate the secondary cell. When the secondary cell deactivation timer expires, the cell management unit instructs the signal transmitting/receiving unit to transmit a deactivation instruction to deactivate the secondary cell to the user device allocated to the secondary cell. |
