PROBLEM TO BE SOLVED: To surely perform displacement of gaseous matter in manufacturing a sealing component, and provide an atmosphere formed in the sealing component with a desired composition.SOLUTION: There is prepared a casing 19 provided with a ventilation path 42 having a first end 40a opened on the outside of a housing space 31 and a second end 40b opened on the inside thereof. The casing 19 is arranged so that the first end 40a is positioned above the second end 40b. A predetermined amount of second gaseous matter smaller in specific gravity than a first gaseous matter housed in the housing space 31 is injected into the housing space 31 through the ventilation path 42. Then, a predetermined amount of third gaseous matter larger in specific gravity than a second gaseous matter is injected into the housing space 31 through the ventilation path 42. Thereafter, the first end 40a is hermetically sealed to form a sealing space.
