The present invention relates to a photogrammetric instrument and a photogrammetric method. The photogrammetric instrument according to an embodiment of the present invention may comprise a reception part receiving multiple images of a photographed structure having targets; a target detection part detecting calibration targets for calibration and measurement targets for measuring structures from the images; an image calibration part allocating identical coordinates to points which are on the images and which have the calibration targets marked thereon, and determining the scale of the image by calculating a distance between a pair of two of the calibration targets; and a coordinate calculation part calculating the coordinates of the points of the measurement targets based on the calibrated images.
