PROBLEM TO BE SOLVED: To provide a coil winding jig capable of manufacturing coils while improving accuracy and productivity, and also simplifying a device for manufacturing coils, and a coil winding device employing the same.SOLUTION: A coil winding jig 1 is configured to manufacture a coil in a substantially rectangular loop shape including a plurality of layers of winding portions by winding a flat wire side by side in a winding axial line direction L while changing its position between inner and outer circumferences. The coil winding jig 1 comprises four divided jig parts 2 in a direction orthogonal to the winding axial line direction L. The four divided jig parts 2 form a winding groove 21 for continuously winding one flat wire while folding it from one end L1 in the winding axial line direction L to another end L2 in a winding state for winding the flat wire. The winding groove 21 is formed by arranging groove portions 21A and 21B for disposing the plurality of layers of winding portions side by side in a predetermined order in an outer circumference of the four divided jig parts 2.
