A determination part 203 determines a degree of matching between attribute information associated with a first icon and attribute information associated with a second icon as to each of a plurality of second icons different from the first icon designated by a user. A display control part 204 displays an image having the first icon and the plurality of second icons arranged respectively so that respective distances of the first icon to the plurality of second icons are a distance in accordance with the degree of matching. A reception part 201 receives area information capable of specifying an area from a user out of the displayed images. An extraction part 206 extracts a third icon included in the area specified by the area information out of the plurality of second icons. A generation part 207 generates group information indicative of the third icon and the first icon.
