USER TERMINAL, RADIO BASE STATION, AND RADIO COMMUNICATION METHOD

PROBLEM TO BE SOLVED: To properly perform communication even when downlink transmission power control is applied to a plurality of cells.SOLUTION: A user terminal performs communication with a radio base station which performs downlink transmission power control. The user terminal comprises: a reception unit which receives first reference signal transmitted by predetermined transmission power, and second reference signal to which the downlink transmission power control is applied; a measurement unit which measures reception power of the first reference signal and the second reference signals; and a transmission unit which feeds back information about the reception power of the first reference signal and the second reference signal as a measurement report.
