<p>PROBLEM TO BE SOLVED: To provide an IC card and a portable electronic device capable of effectively transmitting/receiving data.SOLUTION: The IC card according to an embodiment includes a communication unit, a first communication control unit, a specific authentication unit, and a second communication control unit. The communication unit performs data transmission/reception with an external device at a transfer rate based on a clock supplied from the external device. When a frequency of the clock received by the communication unit is out of a predetermined range, the first communication control unit rejects communication with the external device. The specific authentication unit performs specific authentication for turning off a function for rejecting communication with the external device according to a command from the external device. When the specific authentication by the specific authentication unit is successful, the second communication control unit turns off the function for rejecting communication with the external device by the first communication control unit.</p> |
