The present invention relates to a device and a method for reproducing an SCR waste catalyst by simultaneously performing aeration and horizontal oscillation. To this end, the device of the present invention comprises: a reproducing tank which contains a reproducing solution for reproducing an SCR waste catalyst; a module which is mounted on the inner bottom surface of the SCR waste catalyst in the reproducing tank and is geared with at least one guide rail so as to perform horizontal oscillation; an air diffuser which is equipped on the bottom of the reproducing tank and upwardly generates bubbles; and a generator which is connected to one side of the module and provides power for performing horizontal oscillation on the module.
