The present invention relates to a method for manufacturing a hot-rolled ferritic stainless steel plate having uniform microstructures and crystal textures according to layers and more specifically, to the process capable of uniformly forming microstructures and crystal textures after hot-rolling and hot-annealing ferritic stainless steel by destroying cast structures produced in a continuous casting process by double-layered hot-rolling. The double-layered hot-rolling process proposed in the present invention destroys rotated-cube bearings formed on a central layer of a hot-rolled material and applies shear stress to all layers as two by overlapping two plates and hot-rolling the two plates, thereby obtaining the hot-rolled plate having uniform microstructures and crystal textures.
