PURPOSE: A short circuit blocking device for electric shock accident prevention is provided to prevent malfunctions or false operations even when the inner circuit has breakdown of parts. CONSTITUTION: A first leakage voltage detection unit(100) primarily detects leakage voltage of electric structures. A second leakage voltage detection unit(200) checks whether the first leakage voltage detection unit is normally operated or not and secondarily detects leakage voltage of the electric structure. When the first leakage voltage detection signal is received from the first leakage voltage detection unit, the second leakage voltage signal is received by operating the second leakage voltage unit. According to the comparison result of the first and second leakage voltage detection signals, cut off of the power source applied to the electric fabric is decided.
