The present invention provides a system for simultaneously providing the Internet and a public switched telephone network service, the system comprising: a hybrid optical modem (30, 40) which interfaces with a conventional telephone and a data terminal, multiplexes a packet for the conventional telephone and a data packet into an E-PON signal, and demultiplexes the E-PON signal into the packet for the conventional telephone and the data packet; a hybrid gateway (100) which is connected with the hybrid optical modem (30, 40), partitions the E-PON signal multiplexed from the hybrid optical modem (30, 40) into the data packet and the packet for the conventional telephone, multiplexes the data packet and the packet for the conventional telephone into the E-PON signal, and transmits the E-PON signal to the hybrid optical modem (30, 40); and a hybrid management system (200) which is connected with a local switchboard (70) or a BcN switchboard(80) and transmits the packet for the conventional telephone received from the hybrid gateway (100) to the local switchboard (70) or the BcN switchboard (80). The present invention provides a conventional public switched telephone network service which enables a subscriber to use the conventional public switched telephone network service while using the Internet by connecting multiple existing telephones, does not require a copper wire for the conventional public switched telephone network service, and provides the conventional public switched telephone network service through an existing conventional telephone without the need for an Internet phone.
