PROBLEM TO BE SOLVED: To provide a step-up switching regulator capable of suppressing ripples of an output voltage, and a semiconductor device using the same.SOLUTION: A regulator 1 includes: an inductor L1; a switching element Q1; a diode D1; a capacitor C1; an output terminal 16; a pulse generation unit 10 which generates a pulse signal; a detection voltage generation unit which generates a detection voltage Vcorresponding to the magnitude of an output voltage; an output voltage control unit which supplies a pulse signal S10 to the switching element Q1 to raise an output voltage when a level of the detection voltage Vis lower than a prescribed value, and turns off the switching element Q1 to lower the output voltage when the level of the detection voltage Vis higher than the prescribed value; and a detection voltage level shift unit which shifts the level of the detection voltage Vso that the level of the detection voltage during an output voltage raising period becomes higher than the level of the detection voltage during an output voltage lowering period.
