The present invention reduces network load by efficiently sending data over a network while monitoring partial discharge. A partial discharge monitoring system is provided with electromagnetic wave detection sensors that are disposed in insulating gas enclosures for objects to be observed, converters, and interface devices. The interface devices are provided with a detection unit for detecting the zero crossing of a voltage signal in sync with the voltage signal applied to conductors disposed in the insulating gas enclosures and determining an electromagnetic wave signal sampling timing, transmission units for notifying the converters of the sampling timing determined by the detection unit, an integration unit for integrating the digital data received from each converter, and a transmission unit for transmitting the integrated digital data to a monitoring device.
