PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of appropriately reducing the total usage of toner, while ensuring reproducibility of gradation of images.SOLUTION: An image forming apparatus includes: a first determination unit that determines the usage of a first toner mainly used in an application to reproduce gradation of images to be formed on paper; a second determination unit that determines the usage of a second toner mainly used in an application different from that of the first toner; and a reduction unit that reduces the total sum of the usage of the first toner and the second toner determined by the first determination unit and the second determination unit to a first threshold or less with a reduction method according to the application of the second toner.
