PROBLEM TO BE SOLVED: To obtain an illumination lamp achieving both improvement in weather resistance and improvement in impact resistance, to obtain a luminaire using the illumination lamp achieving both improvement in weather resistance and improvement in impact resistance, and to obtain a manufacturing method of a cylindrical translucent unit used for such the illumination lamp.SOLUTION: In an illumination lamp 100 of the invention, a cylindrical translucent unit 1 comprises: a first cylindrical translucent body 11; and a second cylindrical translucent body 12 provided inside the first cylindrical translucent body 11 with an outer peripheral surface which is provided along the inner peripheral surface of the first cylindrical translucent body 11, and having a light source unit 2 provided inside. The second cylindrical translucent body 12 has a material with a higher impact resistance and a lower weather resistance in comparison with the first cylindrical translucent body 11.
