Provided is a ferritic stainless steel foil for solar cell substrates that is capable of maintaining sufficient hardness for minimizing buckling and the like during rolling when manufacturing solar cells using a roll-to-roll method, and has excellent rolling properties. The ferritic stainless steel foil for solar cell substrates: contains, in mass%, 14% to 18% chromium; has a Vickers hardness of at least HV250; and has a Vickers hardness of at least HV250 after implementing a film forming process in which a substrate is kept in a temperature range of 450°C to 650°C for at least one minute.
