A benefits system for generating bespoke financial services products for a beneficiary. The system has an organisation data interface which provides beneficiary relevant data to the system, a financial services provider interface which provides benefits information to the system, an employee interface which allows an employee access to benefits information; and a data processor for calculating bespoke benefit information to determine a beneficiary's benefit entitlement. The data processor has a pre-processor which has a data structure which contains rules data which define a set of rules, operations or decisions which are applied to beneficiary data benefits information and which give a beneficiary output state, the beneficiary output state being further processed to calculate benefit eligibility and cost for the beneficiary. The invention creates a benefits system which lets a benefits' administrator define and create financial services products without the specialist technical knowledge required to create software code for that purpose.
