This fresh-water conversion device (10) is one for obtaining freshwater from a liquid in which impurities are dissolved, and equipped with: a water-repellent particle layer (13) which is located below a water tank (11) serving as a space for storing a liquid, contains a plurality of water-repellent particles, and allows water vapor generated by vaporizing the liquid stored in the water tank (11) to pass therethrough; a liquefying layer (14) which is located below the water-repellent particle layer (13), and obtains fresh water by liquefying the water vapor that passes through the water-repellent particle layer (13); and a water-permeable impurity-recovery sheet (13b) provided in the water-repellent particle layer (13).
