This terahertz electromagnetic wave generation device is provided with: a thermoelectric material layer (2); a metal layer (13) covering a portion of the surface of the thermoelectric material layer (2); and a light source system that is configured in a manner so as to radiate pulsed light (5) at both the end of the metal layer (13) and the surface region not covered by the metal layer (13) of the thermoelectric material layer (2), thus causing the generation of a terahertz wave (6) from the thermoelectric material layer (2).
